Remote check-in in Italy in 2026: entry, identity and Alloggiati

Opening a door, identifying guests and reporting to Alloggiati are separate steps. Official sources and practical checks for operators.

When designing arrivals for an accommodation business in Italy, separate three activities: authorising entry, verifying the identity of the people who actually arrive, and submitting the required information through Alloggiati Web.

Three steps with different responsibilities

A coded lock or remote command addresses a physical task: operating an entrance. An online form collects information. Identity verification connects the person present to their identity document. Reporting to Alloggiati is then a communication to the public security authorities. A submission receipt does not, on its own, establish how identity was checked.

Before choosing technology, the operator needs to determine the obligations applying to the particular business. Article 109 of Italy's public security law, the TULPS, is the central provision addressed in the case law below. Define the procedure for the actual property with the competent Questura, the provincial police headquarters, and professional advice where needed. A product description is not a legal assessment.

Why news from 2025 can be confusing

The Lazio Regional Administrative Court, judgment 10210 of 27 May 2025, had found the Ministry circular of 18 November 2024 on identifying accommodation guests unlawful. Stopping at that report misses the subsequent Council of State decision.

The official summary of judgment 9101 of 21 November 2025 requires visual verification linking the guest present to their document. It allows video-link devices arranged at the entrance if they can establish that correspondence there and then, with the document shown or transmitted at entry. This is not blanket approval of advance video calls, uploaded selfies or particular apps.

The useful question is therefore more specific than “may I install a smart lock?”. Ask how each person who actually arrives is identified, and what happens if verification cannot be completed. Door-opening equipment may form part of that procedure without replacing it.

Alloggiati: the length of the stay matters

For operators subject to the reporting obligation, the ordinary deadline is within 24 hours after arrival. For stays of no more than 24 hours, reporting is required within 6 hours after arrival. The amendment appears in Article 1 of the Ministry of the Interior decree of 16 September 2021. “No more than” includes a stay lasting exactly 24 hours.

Arrange credentials, authorised operators and the submission procedure before welcoming the first guest. The official Alloggiati Web manual provides operating instructions for the portal. Check any property-management integration: receiving a reservation, attempting a submission and obtaining its receipt are different states.

A practical process to discuss

Consider a small guesthouse without a continuously staffed reception, as an organisational example. The manager prepares arrival instructions and decides who answers if a guest cannot complete identification. Only after defining that step do they choose how entry is issued or enabled. Building the automation first and leaving the obligations to a generic message is an incomplete plan.

  1. Specify who checks identity, which tools are used and when the check takes place during arrival.
  2. Provide an alternative procedure if the document, image, connection or communication does not allow verification.
  3. Separate access-management accounts from those used for reporting obligations, with clear responsibilities.
  4. Check submissions, errors and Alloggiati receipts; assign someone to follow up unresolved cases.
  5. Decide how personal information is handled and who can consult it, without automatically creating a permanent archive of documents and video.

What to test before the first booking

Ask an authorised participant to simulate an arrival. Check the instructions on a phone other than the manager's, the entrance lighting and the assistance contact. Repeat the exercise with connectivity unavailable, multiple guests and an arrival outside the planned time. The intended outcome is an understandable procedure even when automation stops, without asking guests to invent their own solution.

Record the agreed arrangements and check official guidance again before changing them. An app update, a replacement manager or a different configuration does not guarantee that the previous procedure remains appropriate.
